Africa accounts for approximately 0.6% of global data centre capacity, according to the Data Centres in Africa 2026 economic report. Installed capacity is projected to roughly triple to about 1.2 gigawatts of IT load by 2030 — growth that tracks global expansion rather than closing the gap, since the global market is doubling over a comparable period and the United States alone hosts around 45% of the world’s facilities.

The figure that should concentrate minds most is not continental, though. It is that combined installed capacity across Egypt, Kenya, Morocco, Nigeria and South Africa — the five largest markets — sat below 500 megawatts as of the World Economic Forum’s July 2026 assessment. Less than France had in 2024.

Money is arriving. It is not arriving at the required scale.

Hyperscalers and technology investors are estimated to have committed between $2.5 billion and $4 billion to African data centres in recent years, with development finance institutions adding an estimated $1.5 billion to $2 billion since 2016. Analysts put the shortfall against 2030 demand at roughly $6 billion more.

The composition is changing as well as the volume. Facilities are shifting from CPU-based configurations to GPU-centric ones. Cassava Technologies has been deploying NVIDIA GPUs across South Africa with expansion planned into Nigeria, Kenya, Egypt and Morocco. NVIDIA has an AI factory planned for Kenya reported at 12,000 GPUs. Atlancis has deployed East and Central Africa’s first GPU-powered AI hub at iXAfrica in Nairobi. Microsoft and G42 committed $1 billion toward a geothermal-powered facility in Kenya. Google opened a Johannesburg cloud region in 2025 and used its July 2026 Africa Cloud Summit to announce further infrastructure alongside an applied AI lab based at the Accra AI Community Centre.

Compute is being built in Africa. The open question is who holds the contracts, and where the value settles.

Power is the binding constraint, and it is a policy problem

Roughly 1.2 GW of IT load by 2030 requires an estimated $10–20 billion in construction investment and a grid that can carry it. At Enlit Africa in Cape Town in May 2026, Cassava’s data centre group executive argued that renewable resource is Africa’s structural advantage here — that AI infrastructure demand should be read as a catalyst for power sector investment rather than a burden on it, provided electricity, fibre and transmission expand together.

That is the optimistic framing and it is not unreasonable. The pessimistic one is equally available: in water-scarce, generation-constrained markets, data centres compete with households for two resources that are already politically contested, and they do so while employing very few people directly.

Both framings are correct and the difference between them is entirely a matter of regulation. The WEF’s specific recommendations are the right ones and they are unglamorous: national electricity plans should carry credible data centre and AI demand scenarios, discounting announced projects that will not be built to avoid stranded assets; and regulators should set transparent connection and cost-allocation rules so that developers contribute fairly rather than shifting network costs onto other users.

Why this is a sovereignty question

A state that regulates AI deployment while hosting none of the inference has written a rulebook it can enforce against its own hospitals, banks and ministries, and barely at all against the providers upstream of them. Every obligation it creates lands on the domestic side of the transaction.

That is the position most African AI strategies are currently written from, and the 0.6% figure is the reason. It is also why the compute build-out is not an infrastructure story that happens to involve policy. It is the policy story.
